This letter was sent to John Stanhope Arkwright congratulating him on winning his seat in Parliament from an indecipherable signature--which confusion is further compounded by John's annotation "Fossie" on the back. Perhaps Fossie is a nickname. He had a habit of putting the sender's name on the back side of the letter and would often indicate he had answered the note. (He doesn't do that on this one however.)
